CIEF Contributes to Türkiye’s 2027-2030 Participation Finance Strategy Process
Building on its ongoing contributions to the institutional and policy development of participation finance in Türkiye, the Center for Applied Research in Islamic Economics and Finance (CIEF) at Ibn Haldun University is contributing perspectives and policy recommendations to the preparation of Türkiye’s 2027-2030 Participation Finance Strategy, led by the Presidency of the Republic of Türkiye Investment and Finance Office.

The Center for Applied Research in Islamic Economics and Finance (CIEF) at Ibn Haldun University continues to contribute academic and institutional perspectives to policy and strategy initiatives aimed at advancing Türkiye's participation finance ecosystem.

Building on earlier contributions to discussions concerning the legal, institutional, and policy framework of participation finance, CIEF is now contributing to the preparation of Türkiye's 2027-2030 Participation Finance Strategy. The strategy process is led by the Presidency of the Republic of Türkiye Investment and Finance Office in cooperation with the Islamic Development Bank Institute (IsDBI).

As part of this process, CIEF has provided assessments and policy recommendations concerning both the strengths of Türkiye's participation finance ecosystem and areas for further development. Key areas addressed include the legal and regulatory framework for participation finance, Shariah governance and assurance mechanisms, alignment with international standards, greater use of risk-sharing financial alternatives, and measures to strengthen trust and distinctiveness within the sector.

CIEF's contributions have also addressed emerging areas including fintech and open banking, green sukuk and sustainable finance, the relationship between ESG, the Sustainable Development Goals, and Maqasid al-Shariah, financial literacy, artificial intelligence, and digital customer experience. Strengthening data infrastructure for participation finance, improving social impact measurement, and developing institutional mechanisms that can support new financial models have also formed part of the Center’s broader policy perspective.

With CIEF researchers participating in the 2027-2030 Participation Finance Strategy Working Group, the Center's engagement is continuing at the working-group level. CIEF seeks to connect its academic expertise in Islamic economics and finance with the needs of policymakers and market stakeholders and to contribute to the long-term institutional and policy development of Türkiye's participation finance ecosystem.
